The Colorado Oil and Gas Conservation Commission and the Floods of September 2013
--The Response So Far
The floods of September, 2013 present a continuing emergency along the Front Range and eastern plains of Colorado. Part of this emergency involves substantial development located directly in the path of flood waters. Among the myriad of impacts, many oil and gas wells have been damaged by massive flows of water and debris. The emergency continues as the people of Colorado, the oil and gas industry, and state government press forward with their flood response - including site cleanup and repair, continuing evaluation of contamination, and the return of shut-in oil and gas facilities to production.
The Colorado Oil and Gas Conservation Commission's activity was intense during the flooding -- and it continues to be intense in the recovery aftermath. This presentation will describe COGCC's initial emergency response and how it fit into the overall emergency response framework at all levels of government. It will discuss the important actions taken by industry just prior to the floods, as well as industry's continuing flood response activities, all from the perspective of COGCC. The presentation will discuss how COGCC:  is proceeding with flood response today, strives to satisfy its goals of safety and environmental protection and support for the recovery of the industry in the flood-ravaged areas, and balances its emergency response obligations with its ongoing oversight of oil and gas operations in other areas of the state. Finally, this emergency response activity has received broad coverage in the news media. This presentation will touch upon COGCC's substantial and continuing efforts to inform the citizens it represents and the industry it regulates about its ongoing emergency activities.

The cost of the luncheon is $30.00 for section members (seniors over 62, $27.00, and students and law clerks, $10) and $35.00 for non-members. The first 5 students who RSVP and show up in person, will be admitted free of charge, as guests of the Section.
There is now a call-in option available for $10. The instructions, materials and affidavit are emailed to you the day before the program. Please register in advance for the call-in option as well.
